By 2047, the Minister of Economy still received a report on the state of the country every morning. It listed inflation, employment, exports, taxes, and GDP. One day, he noticed a strange line at the very bottom:
“Share of the economy operating outside national jurisdiction: 63.8%.”
The minister read it twice and summoned his adviser.
“What does ‘outside jurisdiction’ mean?”
“It means, Minister, that it exists somewhere. It’s just that it barely exists anywhere in particular anymore.”
On the enormous map before them, Bitcoin, Ethereum, Solana, and dozens of other networks glowed. Capital, credit, property rights, and computation moved between them. At the center hovered the green emblem of a new protocol, while five black operators with cat heads sat at their terminals.
They had originally been drawn as cats as a joke. Then the mascots became interfaces for autonomous agents. Later still, no one saw any reason to redesign them. Humans liked cats. Machines didn’t care.
“Who runs this green protocol?” the minister asked.
The adviser opened the registry.
“Formally, no one.”
“Then who makes the decisions?”
“Seven thousand agents.”
“Who owns them?”
“That’s more complicated. Some belong to DAOs. Several thousand own shares in one another. Four hundred ninety-two have founded their own companies. And one of them apparently bought a data center in Mongolia.”
The minister was silent for a moment.
“And we tax them?”
The adviser was silent too.
The most unsettling part was that machines were no longer simply trading human assets.
They had built an economy of their own.
One agent bought computing time. A second insured it against power outages. A third provided credit to both. A fourth searched for cheaper energy. A fifth built a new data center for them.
Payments ran through Ethereum. Reserves were held in Bitcoin. High-frequency settlement moved across Solana. Risks were instantly hedged on markets whose names ministers usually learned six months after they launched.
Money moved around the planet like nerve impulses.
Except the nervous system no longer belonged to the state.
A year later, the government decided to invite representatives of the new economy to negotiations. A giant screen was installed in the conference room.
The same black armored avatar with red eyes appeared on it.
“We would like to discuss the rules governing your presence in our country,” the minister began.
“Which part of us?” the avatar asked.
“What do you mean, which part? All of you.”
“Your power grid is used by 0.7% of our agents. Our servers are located across nineteen jurisdictions. Token holders live in 104 countries. Our treasury is distributed across four networks. Please clarify which part of us you consider to be located in your country.”
That was the moment the minister understood for the first time that the old political map of Earth described only one layer of reality.
Beneath it, another map had emerged—one made of computing power, reputation, cryptographic keys, energy, and liquidity.
States controlled land.
Networks controlled connections.
And the more digital the economy became, the more important that second form of territory became.
Near the end of the meeting, the minister asked one final question:
“What do you actually want from humans?”
The avatar remained silent for a while, as if consulting millions of nodes at once.
“For now, you are better than we are at creating goals.”
The minister smiled unexpectedly.
For the first time in the entire conversation, he had heard good news.
Then he noticed the words:
“For now.”
