Что бы кто ни говорил о межгосударственных отношениях на постсоветском пространстве, персональные контакты и «химия» личного общения играют здесь не меньшую (если не большую) роль, чем рутинное институциональное взаимодействие. О том, что Армения отдаляется от России написаны уже тома литературы. Оснований для таких выводов немало. Одно дело - предвыборная риторика, и совсем другое- правительственные программы. Во вновь утвержденном проекте кабмина Армении Москва уже не определяется, как стратегический партнер и союзник Еревана. И сам премьер-министр Никол Пашинян подтвердил официально корректировку внешнеполитического курса своей страны. Все эти обстоятельства вместе и каждое по отдельности превращали встречу президента РФ Владимира Путина и главы правительства Армении Никола Пашиняна на полях ШОС в Бишкеке в важное событие. Многие комментаторы при этом предполагали, что ее результат определит траекторию двусторонних отношений на месяцы, если не на годы. Об итогах переговоров легче говорить потому, что предыдущая встреча двух лидеров имела место пять месяцев назад 1 апреля 2026 года. Между этими двумя событиями прошло третье, парламентские выборы в Армении, на которых правящая партия «Гражданский договор» одержала победу. Не взяла конституционного большинства, но смогла сформировать однопартийное правительство без коалиций. Официальная Москва не поздравила Пашиняна с этой победой. Сразу скажем, на бишкекской встрече президент Путин также деликатно обошел эту тему. Пересказывать все заявления президента РФ и премьера Армении, прозвучавшие на «полях» саммита ШОС вряд ли имеет практический смысл. Куда важнее зафиксировать расхождения двух дискурсов. Хотя между ними есть и общее. Оба лидера согласны с тем, что «как при бабушке» уже не получается и не получится. И что совмещение двух интеграционных векторов европейского и евразийского также проблематично. Но дальше из критической части делаются разные конструктивные выводы. Российский президент настаивает на окончательном определении Еревана между интеграционными проектами и настаивает на референдуме. Премьер Армении пытается удержаться в состоянии равновесия, пытаясь доказать, что для всенародного волеизъявления еще не наступил. Сближения позиций не наступило. В то же время стороны пытаются и не углублять противоречия, не скатываться в конфронтацию. Армения не демонстрирует намерения немедленно уходить из ЕАЭС или разрывать связи с Россией, а Москва, в свою очередь, фактически признает право Еревана на диверсификацию — но проводит четкую красную линию там, где евроинтеграция станет юридически несовместимой с членством в ЕАЭС. Открытым остается вопрос, надолго ли такое равновесие. Сергей Маркедонов

Andhra Pradesh — Community-Led Water Planning 🟢 In Prakasam district, Gram Sabhas, door-to-door campaigns, Kalajathas and workshops mobilised farmers, women and youth. 🟢 Local planning included water budgeting, crop planning and groundwater sharing. 🟢 A ridge-to-valley approach was adopted for capturing, storing and recharging rainwater. 🟢 Interventions improved groundwater availability, agricultural and dairy livelihoods, soil moisture and helped reduce distress migration. 🟢 The initiatives benefited about 5,900 people.
Odisha — From Rooftops and Ponds to Aquifers 🟢 CHHATA Scheme: Rooftop rainwater harvesting 🟢 ARUA Scheme: Recharge from water bodies into underground aquifers 🟢 In Jajpur, 117 recharge shafts and 114 rooftop rainwater harvesting systems were created. 🟢 In Cuttack, government institutions and public facilities adopted rooftop harvesting and recharge structures. 🟢 The model links public infrastructure, educational institutions, local water bodies and community participation.

1) Укронацисты стреляют в укронацистов: аппаратные разборки между ГУР и СБУ дошли до полноценного вооруженного столкновения. Конфликтный узел — похищение беглого скинхеда из РФ, служащего заместителем командира террористического РДК, оперативниками СБУ. ГУР не остались в стороне и попытались отбить своего агента посреди жилой застройки в Киеве.
2) Трамп продолжает воздуханить — американский президент призвал иранский народ, наконец, начать восстание против правительства. Тем временем у Вашингтона особо не осталось рычагов давления на Тегеран: полный контроль над Ормузским проливом не задался, а санкции едва ли помогают принудить Иран к желаемым уступкам.
3) Переговоры Путина и Пашиняна после долгой пикировки на полях саммита ШОС в Бишкеке. С одной стороны, последовательный дрейф Еревана в сторону Запада и систематическая зачистка пророссийской оппозиции. С другой — использование Москвой объективной экономической зависимости армян от общего евразийского рынка для принудительной коррекции их внешнеполитического курса.
4) Зеленский идет на очередное обострение конфликта — впервые прозвучали официальные угрозы инициировать срыв гражданского авиасообщения в РФ путем де-факто террористических методов. Логичное продолжение систематической кампании Киева по наращиванию неконвенционального давления на российские тылы.
