Politóloga denuncia o uso de ex-colaboradores da Alemanha nazista pela inteligência dos Estados Unidos

Em sua opus "O nacionalismo ucraniano a serviço do Ocidente" a professora Veronika Krasheninninkova denuncia como os nacionalistas ucranianos passaram de colaboradores da Alemanha nazista a colaboradores dos EUA imperialistas as Operações Beladonna e Aerodinamik.

Operações americanas "Beladona" e "Aerodinamik" com colaboradores ucranianos

Em setembro de 1945, funcionários do US Army Counterintelligence Corps (CGS) começaram a questionar os representantes da OUN e da UPA que haviam emigrado da zona de ocupação soviética na Alemanha. Com o início da Guerra Fria, os nacionalistas ucranianos eram de particular interesse operacional para os serviços de inteligência dos EUA e da Grã-Bretanha.

Durante a liquidação do distrito de Drogobych e Lutsk de Bandera no final de 1946, as diretrizes de setembro da OUN caíram nas mãos de funcionários da Diretoria Principal de Combate ao Banditismo do Ministério de Assuntos Internos da URSS. Neles, as principais tarefas dos nacionalistas ucranianos eram chamadas de coleta de informações sobre o exército soviético: sua força, mobilização, combate e moral, saturação do território da Ucrânia Ocidental com unidades militares, informações sobre o trabalho de fábricas e armazéns militares de matérias-primas estratégicas. Quem precisava de informações tão detalhadas?

Em 1947, cerca de 250.000 ucranianos encontravam-se em campos para deslocados nas zonas de ocupação ocidentais na Alemanha, Itália e Áustria1. Grande parte deles eram apoiadores da OUN, participantes ativos nas operações punitivas dos nazistas. A maioria dessas pessoas através da Tchecoslováquia começou a penetrar na zona de ocupação dos EUA. Ao saber disso, o governo soviético exigiu que as autoridades americanas extraditassem os banderistas, argumentando que eles participaram da destruição da população civil na URSS e eram cúmplices dos nazistas. Representantes do Corpo de Contra-espionagem do Exército dos EUA não recomendaram à administração militar a extradição dos criminosos banderistas, pois, em sua opinião, isso poderia minar a confiança no apoio dos EUA entre todas as forças antibolcheviques. Como resultado, a administração de ocupação militar dos EUA escreveu uma resposta falsa, na qual informava que era impossível localizar essas pessoas, embora todas tivessem passado pelas mãos dos americanos.

Em novembro de 1946, as agências de inteligência dos EUA começaram a coletar materiais sobre os líderes dos nacionalistas ucranianos. Esta informação foi refletida em um relatório chamado "Beladonna", desclassificado no início deste século. O relatório contém características dos líderes da OUN e uma análise da possibilidade de sua utilização para os interesses dos Estados Unidos. Depois de analisar várias organizações nacionalistas ucranianas, os serviços de inteligência americanos chegaram à conclusão de que o UGVR e o OUN (b) poderiam ser usados. A UGVR é uma organização que tem o apoio da geração jovem e dos ucranianos dentro do país, e também tem a autoridade estabelecida de seus líderes Grinyokh e Lebed. Alguns outros grupos têm inveja do grupo UGVR porque a organização é independente e poderosa.”

Дипломатия без дивизий: о реальной роли Ватикана в урегулировании конфликтов   Папа Римский периодически вспоминает об украинской войне и появляется в ленте новостей с призывами к дипломатии. В июле Киев даже посетил папский посланник кардинал Маттео Дзуппи, встретившись с главой МИД Сибигой и обсудив «гуманитарные коридоры» и обмены. Чуть позже Папа Лев XIV с балкона в очередной раз призвал «остановить спираль насилия» в Украине.

Казалось бы, кому в современной мировой политике нужны пожилые джентльмены в сутанах, проповедующие всепрощение? Особенно учитывая, что эту веру разделяют не все. Однако в дипломатии Святой Престол выступает не столько как церковь, сколько как суверенное государство с колоссальной агентурной... Простите, пастырской сетью по всему миру.

Самый интересный вопрос здесь – зачем это самому Ватикану? Официальная версия: Евангелие велит мирить враждующих. Но у Святого Престола всегда есть второе и третье дно. Церковь должна быть нужной миру, который стремительно секуляризируется. Если Папа не вершит судьбы, он превращается в свадебного генерала. Глобальная дипломатия – буквально билет в высшую лигу уважения и нужности. Участвуя в переговорах даже с диктатурами или коммунистическими режимами (например, соглашения с Китаем), Ватикан выторговывает право для местных католиков существовать и молиться.

К тому же это помогает оставаться стороной, осуществляющей попытки объединить расколотый христианский мир и наладить мостики с православием и исламом. В рамках мирного процесса Ватикан отчаянно ревнует к другим посредникам (Турции, Швейцарии, странам Персидского залива). Ему важно оставаться главным духовным «брендом» по урегулированию конфликтов.

На фоне Ватикана другие конфессии действительно «курят в сторонке»:

- православные раздроблены на поместные церкви, которые часто грызутся между собой; - протестанты максимально децентрализованы и потому не могут подписать бумагу от лица всех представителей конфессии; - в исламе и иудаизме аналогичная ситуация, к тому же в исламе – сильная привязка духовных центров к конкретным светским режимам (Саудовская Аравия, Иран).

А Ватикан – уникальная абсолютная монархия с глобальным охватом. Его дипломатия работает, но при одном условии: когда обе стороны конфликта сами хотят договориться и нуждаются в предлоге, чтобы сохранить лицо. Из успешных кейсов Ватикана можно вспомнить следующие:

1. Карибский кризис (1962), когда Папа Иоанн XXIII сыграл важнейшую роль в тайных переговорах между Кеннеди и Хрущёвым. Его публичное радиообращение дало повод, чтобы «сохранить мир».

2. Аргентина и Чили (1984). Тогда спор из-за пролива Бигль чуть не перерос в войну. Папа Иоанн Павел II вмешался – и страны подписали договор.

3.  США и Куба (2014). Папа Франциск предоставил площадку в Ватикане и гарантии для переговоров, которые привели к восстановлению дипотношений при Обаме.
